External reviewers are named in this register and against their domain rather than against individual documents. A substantial proportion of the reviewer register indicated that per-document attribution would make them less willing to record an objection the assessment committee did not adopt, and the Institute regards a reviewer's willingness to object as more valuable than the incremental accountability of per-document naming.
